This newsletter reports on the research program of the Royal Commission on Aboriginal Peoples. Abbreviated RCAP, this commission was established by Order in Council on August 26, 1991, and submitted its final report in October 1996. The commission was mandated "to investigate and propose solutions to the challenges affecting the relationship between Aboriginal peoples (First Nations, Inuit, Métis Nation), the Canadian government and Canadian society as a whole." 

This newsletter contains information about the terms of reference for the work of the commission, profiles the members, outlines the hearings schedule, invites participation from all aboriginal communities and contains excerpts of selected testimonies.
